The Vision for European Electricity market in 2030 was created to support the development path towards a carbon-neutral future and to promote access to the European electricity production capacity by companies and homes in the best possible way. The vision and its background reports were drawn up by the Lappeenranta University of Technology. The vision project was commissioned and funded by Finnish Electricity Research Pool, Finnish Energy Industries, the Finnish Forest Industries Federation, the Federation of Finnish Technology Industries, Suomen Elfi Oy, and Nord Pool Spot AS.

I denna rekommendation presenteras värmeavtal och avtalsvillkor för fjärrvärme. Rekommendationen ersätter den motsvarande rekommendationen från 2001. Konsumentverket har deltagit i utarbetningen av rekommendationen. Praxis inom fjärrvärmeföretagen kan t.o.m. i väsentlig grad avvika från de tillvägagångssätt som rekommendationen beskriver. Vår avsikt med rekommendationen är att hjälpa och vägleda medlemsföretagen, när de utarbetar avtalsvillkor för sitt företag. Om de egna villkoren avviker från rekommendationen, skall företaget dock försäkra sig om att de krav som bl.a. konsumentskyddslagen, lagen om konkurrensbegränsningar och räntelagen ställer beaktas.

Almost all industrialised countries impose taxes on energy. Transport fuels have carried a relatively high fiscal tax for a long time. In Finland, the slump of the early 1990s led to quickly increasing energy taxation, the primary goal of which was to make up for the deficit in government finances. At the same time, the other Nordic countries also raised their energy taxes, but in most of the countries energy taxes were still at a low level at the time or energy was not taxed at all, with the exception of transport fuels.

This report explores the linkages between political choices and market dynamics on the basis of four scenarios for the Nordic Power Sector towards 2020 and 2030. The aim is to contribute to a common understanding of the market challenges and dynamics among different stakeholders: How do different policy and market drivers interact? What are the long-term implications for prices and the energy balance? And ultimately, what policy choices are available when it comes to handling the expected increase in renewable generation and the looming Nordic energy surplus.
